They don't. They have enough indies backing the Wii U and most of them are making creative new IPs. Nintendo only made new IPs for the 3DS eshop, because the indie scene isn't as big on there.
They are not the good indies though. The Vita at least has many of the good games.

I have played every single one of the indie games that were ported to the Wii U and they are all mediocre. (Other than Blood of the Werewolf which isn't out yet). The ones that I actually like are on the Vita for the most part if ported at all.
The indies on Wii U, for the most part, are all very high quality.

For me it makes sense. Small IPs won't boost the userbase. That is the work of big IPs they can rely on like MK or Smash Bros. And that is what Nintendo is doing right now
After the install base grows, then they can take risks and make new, small games that only a fraction of gamers would care about, thus making a profit.
