As much as I want Shovel Knight, I'd rather a team at Nintendo make an exclusively indie character Smash Bros rather than putting Shovel Knight in Smash. Heck, just make it a traditional fighter even to differentiate it from Smash.
But why would Nintendo do that?

Hate to break it to some people, but at this point, it seems like Wolf and K. Rool are all but assured a spot in the roster. Their sheer popularity soeaks for itself. As with the characters who are still popular, but not /as/ popular as those two, the only way the popularity isn't going to rule here is if Sakurai just really, REALLY doesn't want them in the game. In K. Rool's case, I could see an argument here. In Wolf's case, I can't. Sakurai clearly doesn't have a problem with the character or he wouldn't have been in Brawl. Even if you assume Wolf's appearance in Brawl was due to popular demand, it trumped Sakurai's personal feelings before, why wouldn't it do so again?
@DarthNocturnal: It's specifically directed towards those who have openly stated disapproval of these two characters. And I'm not using specific numbers to backup my claim. It's pretty clear that these are two of the absolute most highly requested characters for Smash 4 DLC. I could very well be wrong about their popularity, but from what I've seen and heard across the web, those two being the global #1 and #2 is easy to believe.
As for Wolf getting in as a ballot pick, I feel like that's exactly what the ballot is for: showing the team what the fans feel is still missing from the game. Wolf is definitely missing and a lot of us appear to want him back.
@DarthNocturnal: I'm not looking for exact or accurate. I've never seen a poll or survey where K. Rool wasn't top 3. And you're acting like there will only be one ballot character. That said, and this is just me personally speaking, I'd actually rather get Wolf back than a newcomer.
@UGXwolf: I seriously doubt Wolf is the #2 most voted largely due to people assuming he was a lock for quite a while and voting for someone else because of that. Even now, it's only gone down from people assuming he is a lock to people thinking and believing he is a lock.
That being said, Wolf is the only character that I believe is a lock at this point. K Rool is extremely likely, but not a lock. It would be absurd if he didn't make it in, but there's still that possibility.
@DarthNocturnal: I'd be pretty mad, if we didn't get Wolf back. I don't really understand your aversion to re-adding characters from past games that were interesting or fun to play as. I mean, if there were only one slot, I'd understand wanting it to be something new over something old. Personally wouldn't agree, but I was a Wolf main, so I'm biased.
Regardless, We know exactly two things about the remaining character DLC: It's more than one character and it's limited by how long Sakurai can keep his team together. I'd say assuming more than five or six would be entirely unreasonable. Anything else is more or less inference. The ballot likely wouldn't exist if they didn't plan to pull at least one character from it. We know K. Rool is a very highly requested fighter on the internet, whoch makes him the closest thing we're getting to a "lock." Wolf has been and continues to be the most-requested veteran to return since Smash 4's release. He may or may not be a ballot character, but there's also a good chance he'll be DLC at some point. After that, we're guessing almost entirely on popularity on forums and whether or not the team can keep it together long enough.
