MegaMan X is the better of the three.
MegaMan 7 is cool, but really underwhelming compared to X.
And Zero is just really hard and reaks of "first game syndrome".
Definitely X. Mega Man 7 was good, but it wasn't as good as its NES predecessors, stick to the classics. Mega Man Zero was excellent, but in a Dark Souls type way. That is to say, if you can get past the extreme difficulty, the reward is unparalled; but it takes a certain kind of person to be able to white knuckle through the difficulty and really understand it.
X. Zero and 7 are great games, but X is one of the best games ever.
