Nintendo released Super Bonk 2 on the SNES, Square Enix released Final Fantasy IV, V, and VI on the SNES, but did not get released outside of Japan. Soma Bringer, Naruto Shippuden: Ninja Destiny 3, One Piece: Gear Spirit, MapleStory DS, Jump Superstars, and Jump Ultimate Stars for the Nintendo DS. But, the US never got any of these sequels released outside of Japan. Why? Now, PS4 and Xbox One got Jump Force, and we got Super Smash Bros. Ultimate. Why aren't these games getting released outside of Japan in the US?

A few reasons. It costs money to localize games, and sometimes developers aren't sure if they'll sell well enough to make it worth it. Sometimes the games are seen as "too niche" for western markets, which is probably the case of games like FFV. And sometimes licenses are in the hands of different companies in some countries and it can be expensive to get those rights, which is probably what happened with Jump Ultimate Stars.
Well, that sucks. I loved Naruto Shippuden: Ninja Destiny 2, and I was hoping for Naruto Shippuden: Ninja Destiny 3 to get released outside of Japan, but it never did.

Also, a lot of anime doesn't get localized until FAR later in the west, I think.
Dragon Ball was made in the mid '80s in Japan, but didn't it not really get widespread in the US until the late '90s?
I don't know what kind of delay there was for Naruto. All I recall hearing is that there was like four fighting games on the GameCube and they didn't localize the first one until the LAST game was released in Japan, leaving no chance for the others.
Final Fantasy V on the SNES got left out because Squaresoft's USA branch was a small company in those days and it just got pushed back in favor of other games. They had some desire to release it for a few years but that just never made it out. (first time, they were ready to work on it but then VI came and they chose that. Then they later planned to release it after VI as FF Xtreme, but then they got to work on Chrono Trigger. I remember at one point in the '90s they announced PC ports of a few games, including FFV and I think Secret of Mana, around the time FFVII was released. But only VII made it out. I guess they decided SNES games were too old for people to care about anymore. It has to be wondered if only fan translations changed their mind on that.)
I do remember once Best Buy experimenting with selling random Japanese DS games instore, and I remember seeing one of the Jump games and I might have picked it up but they wanted like $50 for it which sounded crazy for a DS game (though I know that's probably only because normal US game prices are actually some of the lower prices in the world, despite how much we complain about them I remember looking at the EB Games Australia page and $50 seemed like the shovelware price range there. )
Simple.
Western gamers tend to care graphic a lot than gameplay, so FF V didn't get US version at that time because of perception from Western peoples to see something "Niche" from Japanese products.
Also, RPGs weren't very popular in the US at the time FFV was released in Japan.
That was the reason FF2 (NES) was canceled when it was close to finished (so FF3 was put out of consideration) and Mother 1 had a completed translation that was officially left to sit for 24 years until it was released on the Wii U (though a few carts leaked out and as such a ROM appeared long before that).

Well, that sucks. Graphics shouldn't really matter on what's makes a good game, but rather the gameplay itself.
