There is, but you have to have over 10,000 VR or over 20,000 coins to unlock it. I only have the gold wheels and gold glider.

I have the golden kart, and it is achieved by gaining over 10,000 vr or collecting 20,000 coins. There is also a golden glider, which is gained by getting 100 street pass tags on the Mario kart channel. Or you can collect 10,000 coins. They're nothing special though.

When you reach around 10,000 VR or so, you'll find everyone driving gold karts, because 10,000 VR is when it's unlocked. One you get higher up on the VR scale, though, people will get over it and you'll see normal karts again.
