I have created a petition to send to EA ...requesting a fully featured update or standalone title that includes all missing nations and qualifying for the World Cup 18 content.

EA isn't going to release a full standalone FIFA World Cup 18 game this late in the game.
I was hoping for a standalone release myself, but I would also be happy with a reissue of FIFA 18 with the update data on cartridge if EA were to release that.
From a business perspective, I imagine that the World Cup games would have a fairly limited audience with a brief shelf life. I imagine most consumers won't be willing to buy FIFA 18, FIFA 18 World Cup and FIFA 19 within a 12 month period, hence why EA have opted for an update instead.

This isn't spam, it's serious. I've been chatting with a couple of people at EA over the last week about this and decided this was the best course of action.
I understand that it's an unlikely venture..but your reasoning doesn't really fly.
FIFA 18 itself has sold more than 10 million units. Some games are lucky to get half that, let alone being an annual series. What you said would make a lot more sense if EA hadn't literally done exactly that release schedule several times before.
Unless they're taking a loss on this title, which is unlikely..especially with the World Cup being in Europe (where 75% of FIFA's sales are), then it's the other way around..they're leaving money on the table.
The World Cup titles are also the only FIFA titles that reliably will still sell after they're outdated because of their 4-year nature.
Unlikely? Maybe. But we can still sign and ensure that this never happens again.
