I'm beginning this thread simply because I just completed what might be one of the worst side quests I've experienced in recent memory. The "apologize" side quest. So I thought I'd post my suggestions for completing the quest.
When you enter UD+ you'll draw aggro of the band members and the police. After you enter combat press the L button to exit combat and begin angling yourself between the band members and the police. Your objective is to get the band members and the police to fight each other, rather than you. If there's a lone band member or police that still has aggro on you, then angle yourself between photographers or other civilians who might take the aggro away from you.
Now that no band members or police have aggro on you, you're free to begin a conversation with the person who you're suppose to be apologizing to without fear of being interrupted. You'll be given a series of possible things to say. I recommend you get a pen and paper and make a note of the wrong responses, because I'm not giving you a complete walkthrough in this post. Anywho, your choices of what to say will have one of three responses.
Successfully offer the correct answer around half a dozen times and you'll complete the quest. Answer poorly too many times = fail. Fight either the band members or the police = fail. Personally, I had to reload my save several times before I succeeded.

The game itself overall you might ask?
It's a good port of an antiquated PSP action/rpg. Thoroughly a 6/10 experience. Not bad, not great.
