Nintendo didn't develop that game. It's still 100% an Atlus title and they're only handling publishing duties in Europe because Atlus West doesn't have a European publishing firm like they do in North America
This also led them to strike deals on previous games regarding European publishing duties such as with Zen United on Persona 4 Arena, NIS America on Persona 4 Golden (Vita version) and Deep Silver on Persona 5

In this list I treat Nintendo-published games just like Nintendo games, because (in most cases) even Nintendo markets those games as if they were original Nintendo games.
Basically, if Nintendo is publishing a title, there's no need to mention the developer, it automatically turns into a Nintendo game, and gets added here.
It's only when it's a Nintendo game (or a close related) that is not published by Nintendo that I add the developer+publisher information.
