I'm asking this because I had made a separate thread about trading bells for a villager in ACNL, and I was told not to do that. To make sure I don't get in trouble or anything, where do I go to offer for trades on games? Or are we not allowed to do that here?

Anyway, you can use the main animal crossing thread for anything related to the game, just keep in mind that you're not guaranteed to find someone who wants to trade.
