Topic: Streetpass, spotpass

iv just recently set up my new 3dsxl to streetpass. i also want to be able to send letters but because i dont have people on my streetpass it wont let me send anything. i have people on my spotpass plaza thing. can i add people from around the world that i can send letters to or is it only people i pass in the street?
