@Spudtendo This isn't about RNG. REad the article. This is because there is a language barrier issue with down-B. A Japanese player has a distinct advantage when playing a non-japanese player as opposed to another japanese player, since there opponent doesn't get to see what options they have whenever they pull up down-B.
