1 If you buy Fire Emblem (GBA) on Wii U virtual console, you can play on TV and/or Gamepad. Your choice. It displays on both simultaneously. DS games, such as Fire Emblem Shadow Dragon, have up to 5 or 6 different configurations including both screens on TV, both on Gamepad, or split between the 2 (splitting between the 2 is the best imo).
2 Any games purchased download to your system. No online is required afterwards. This is true for Wii U and 3DS.
3 No. Games are tied to NNID accounts, but those are tied to your hardware. It is possible to switch accounts if you ever got a new system, but it's not an easy process and involves contacting Nintendo
4 "If the game was originally a 3DS game..." ? Not sure what you mean. There are no 3DS games for sale on Wii U. All Wii U games must be purchased and played on Wii U, and all 3DS games must be purchased and played on 3DS. There is no intermingling of the two.

If you're talking about Virtual Console games, they almost never go on sale, unless something huge and unbelievable happens, like an armistice, or the new Zelda game coming out. At the moment there's a sale on every Zelda game that ends in 5 days or so. This is the fourth sale of VC games in 4 years, so you can draw your own conclusions. You can get different discounts on indie games every Thursday though.
You can also get small discounts through Nintendo's "reward" programme (reward in the sense that you give them money, and they are rewarded by you) on a few selected VC games that change once in a while. Go on my.nintendo.com
Just make sure you select games for your actual console - I wasted coins because I wanted to get a game on WiiU but didn't notice the discount was only available for the 3DS.

it's stupid to have such a sale in one region only, but that's Nintendo for you. It's not a big loss though...30% off is a big deal on 60 dollar games, but on VC games it is almost irrelevant.
Be sure to check the MyNintendo scam website though - they always have at least one VC game up for discount, even though it's always the one you don't want.

You want to do a few things (and you don't have to do all, these are just all the things you can do to get various discounts/freebies):
Download miitomo for your phone. Use your NNID to sign in / link it. Then change your clothes once a day to earn points. I just have a closet with a few outfits and swap them out each day to say I've done it.
Create an ID / link it on store.nintendo.com and go there once a week.
Go to miiverse.nintendo.net once a week
go to my.nintendo.com once a week.
for every game which you purchase via the eShop you'll be given gold coins on my.nintendo.com which you can trade in for rewards (discounts/freebies).
Yes, it's a stupid complicated system. You don't have to do all of it. Do the above to help maximize your return.
