Don't worry, it's Namco - it means that 99% of the game needs to be paid for in incriments, making it twice as expensive as a simple retail purchase. But have fun playing the same two people in the same 3 stages 3 times a day in your "free" game...
Someone online thinks they identified the top-left mouth as KOS-MOS from Xenosaga, and I have to agree with them! If we put our heads together, we might be able to identify the other three mouths!!
I tried a few free to play games from Namco on the Android (Tekken CCG) as well as the PS3 (Tekken Revolution). To be honest, I wasn't that impressed. They feel like quick money grabs compared to the quality titles they've released in the past.
RPG elements reward all the wrong things and turn it from a game into a monotonous slog.
Instead of the player improving the game gets easier.
I really don't see how League of Legends is Pay to Win. My brother hasn't spent a cent and he wins more often than I do and I have spent $10 on it to unlock certain characters that were on sale.
If a player wants a game to be easier without improving their skill, what is wrong with them having to pay for that? In fact that would be more incentive for players to get better at a game, they could save money. I don't think that is a terrible move, especially if that same weapon can be unlocked through normal gameplay.
I think your definition of "Pay to Win" is to broad and requiring F2P games to give away all their content and only charge for skins limits what games can be made in the F2P model. F2P shouldn't mean the developers have to give away all their content, but they also shouldn't require payment for Players to enjoy. That is where I think the DLC levels idea works.

Funny enough, this game popped into my head the other day, not sure why. Anyway, as there hasn't really been anything shown of this game so far, I'm merely at the intrigued stage. It will apparently be a free-to-play game though, so like with Steel Diver: Sub Wars (to which I only got rid of due to it's insane data size), I'll at least be trying the game out.
I wonder if we will finally get more details of this game at E3, seems a decent possibility.
