If you're looking for an example of someone who opened the door a little too wide for fangames, try Valve. There was a period where pretty much everyone could make mods of the Half Life games and sell them on Steam, at least so long as they could get them past the Greenlight process.
This produced some very good ones, like Black Mesa and Team Fortress Classic, but also some utter garbage, most notably Hunt Down the Freeman. Suffice it to say that Valve eventually closed that door, but the games it produced are still up for sale.
In the case of both Sega and Nintendo, they're clearly both open to dealing with small indie publishers, but have very high standards of what they'll publish.
One of the most recent high quality mods I’ve played, is Entropy Zero 2.
@ZeldaFan83 I... don't have a counter response fangame for that, I stay far away from non nintendo properties... Inkling's Nightmare is a shooter but I don't think that counts... Gmod maybe??? That's no Nintendo property but.... it is a counter example but I'm pretty sure it's official. That one Portal 2 mod with the Gel Gun?
@DreamlandGem Remake was the correct word, can that go back in? Nintendo is remaking a prior made fangame in this situation not making an original fangame.
@sForzan I don't think Mario kart is as competent as it could be, there's something missing from the formulat that it needs. Something to do with how the players interact. Team Sonic Racing was close to that kind of formular improvement but it didn't quite make it.
