Topic: How To Get 4 Stars In Animal Crossing New Horizons?

Does anyone know how I could get 4 stars for my Island on Animal Crossing New Horizons, I've tried everything from puting tables and chairs on the beach to growing flowers and trees.

1. Get 10 villagers.
2. Put more fences / hedges / shrubs.

My island is 5 Stars despite it still have some weeds on it.

I just grew some shrubs
