This game now has a page in the North American eShop (I found it using the advanced search function)! Apparently it's going to be download only in the region, which is a bit disappointing to me, but I just got a new SD card, so I suppose I could get it eventually.
I really liked the first one (my favorite 3DS launch title).
Couldn't find another thread for the game, BTW (both tried the search function, and looked three pages back in the 3DS section as well).

Yup, I saw it yesterday while "window shopping". It's interesting how it looks more or less exactly like Hyrule Warriors Legends haha.
If anything, I would say Hyrule Warriors Legends looks like this. The character switching system actually started from the Samurai Warriors Chronicles games, and it looks like they'll start bringing it to other titles in the franchise, which is a welcome change.
Is it wort picking this up? Or better wait until Hyrule Warriors comes out for the 3DS? Neither played Hyrule Warriors or a samurai warriors game in the past.

Now I don't know which platform to get it on. UI seems better on 3DS, but of course the Vita will have higher resolution. Oddly enough, it looks like the 3DS version has a larger file size too.

I just read the Digitally Downloaded review, and they said that while the upped resolution of the Vita version is nice, it's a game that's clearly made with 3DS in mind mechanically, so it's likely better to pick this up on 3DS, and get Samurai Warriors 4 on Vita (which they said is even better than the 3DS version of this).
They still said that the game is completely playable on Vita, it's just that the game is made with the second screen in mind (especially with the mid-battle character swaping mechanic), and they don't use the Vita's extra power for much other than the higher resolution (it still has the graphical pop in the 3DS version has, for instance).

^ Those are two different games. Samurai Warriors: Chronicles was a 3DS launch game and this is the 3rd game in that series. Samurai Warriors 3 for Wii is the 3rd game in the Samurai Warriors series proper, the first of which was on PS2 and the newest is on PS3, PS4, and Vita.

Samurai Warriors Chronicles is a sub-series of the Samurai Warriors series, and this is its third game.
So, as mentioned above, both games are unrelated.
Think of it like... How there's a Super Mario Bros 2 on the NES and a New Suped Mario Bros 2 on the 3DS. Both names sound similar, but they're not the same game.
