Turns out EB Games (Australia) will switch it out for a new one without really asking any questions as long as you have proof of purchase. Guess I'll find out in about an hour!
I have never dropped a game system into water before whiles its been on but I have dropped a cell phone in water while its on. And yeah even after taking it out quickly and doing the whole rice thing and letting it dry out for a few days it was still dead. I wish you the best of luck in getting your system working but if it doesnt than you can always call Nintendo either that or save up for a 3DSXL.

True story: my DSi fell into a, er, bowl of water once and made a full recovery. I wrapped it in towels and put it in an airing cupboard for a day or two; eventually it was absolutely fine and went on to last me until I upgraded to 3DS.

For anyone who gets into the same situation - EB Games (Gamestop in America, I guess) will replace it for free, since liquid damage doesn't show any external damage.
Hmm...they're gone, but I have the serial of my old 3DS as well as a mental list of most of the eShop/DsiWare stuff I had on it, so I'll have to contact Nintendo to fix that up...but Australia's Nintendo Support number seems to be disconnected o.O
It was borderline. It seems unprofessional that I got a service provider 'number disconnected' message rather than a Nintendo "you've called outside working hours" message though. Either that, or the number is actually gone

I'd be pretty annoyed if my activity log and everything got wiped out as I always enjoy going in there and seeing how much I've played everything.
Still, at least you don't have to fork out the money for a new system.
It kind of dismayed me the one time I tried to call the NA line at 9:50 am atlantic, forgetting that they're on pacific time. A message saying when their business hours were would have been more helpful, because I honestly did assume their phone line was broken.
Even NOE?! I'm actually a little surprised then. I remain stupidly hopeful that with my old 3DS' serial number and some proof that I owned that 3DS (if required, I suppose) I can restore maybe a little more than my eShop purchases - maybe things like FCs and Swapnotes and whatnot. Maybe even my activity log.

This surprises me as the Gamestops I. Have used won't take anything in trade if it won't power up.
Are u saying they simply gave u a new 3DS for your out-of-warranty, drowned old one?? I'm happy for u, but it doesn't make any sense.

@ k8sMum In terms of the warranty period, it was still eligible, and as for the actual condition of the 3DS it didn't appear to be user damage, so as far as the clerk was concerned, it was actually still inside warranty, which is where I got lucky. =D
