I was able to beat Penny with an Anniliape that my friend traded me. It has to be level 100 if you use that pokemon. Also, have it hold a shell bell. The cutscene after you defeat penny is long Moves to use (the first two are the important ones): Rage fist Drain Punch Bulk Up Screech (I never used this move)
