So I've been wanting to import the Japanese version of smash bros 64 for some time now but on the back of the box I noticed a message that said "selling secondhand is not allowed" with a "no resale" stamp. Melee has it as well but not brawl. I've been doing some research over the internets and have found very little info on it but I know some nintendolife users are regular importers or live in japan. What is the state of buying used games in japan and do those "no resale" logos still apply today for the older games?

That was from a brief time when Japan officially illegalized reselling used games. Since that did absolutely nothing, it was repealed.
They also say not to buy or play games except from your own region, but it's legal to resell. (I imagine that's more of a threat to first-hand sellers like amazon, which is why categories like DVDs and video games have region-restrictions.)
