I more or less reject any list that puts VII ahead of VI personally, but II (their part IV) not being in the top 5 is travesty.
But it could all be forgiven, all of it if they didn't have Zack dead last. I don't even understand how Zack isn't either 1B or ahead of Cloud since he is literally the same character but better in almost every way.
Personally it's:
VI VIII IX IV X VII XV
the rest are toss ups, but to be fair I never finished XII
And Cloud is a middle of the pack character to me.
