This game is a rhythm based game based upon the Pokémon TCG. Here, you will essentially tap the Pokémon in rhythm to the music and sounds going on and matches the current Ending Theme of the Pokémon Best Wishes anime; Can You Name the Pokémon?
Also, there are about 3 games with the Pokémon brand that was released on Sega's "Toy" systems that is also related to the anime- first one being in 2003 and the most recent early this year.
Guess this is another one of those anime-tie in games Nintendo has been doing. Just don't expect this to really come outside of Japan.

It's not coming to the eShop because Pokémon is a Nintendo pro... err... there's no touch scre... derr... they know it's not a terribly good game? That's honestly the only thing I can think of.

Probably because they know it wouldn't have an effect on anyone's hardware sales either way.
@Waltz: Wizards of the Coast does not make the cards anymore and hasn't since 2003. Pokemon TCG is run by the Pokemon Company, which is owned by Nintendo.
