How about this game named Pocket Fighters. It is a cute fighting game with Street Fighter and Darkstalker characters as Chibis. Lots of cameos from various Capcom games.
Kirby Air Ride is extremely underrated. The City Trial mode should instantly give that game an instant 10!
It's not underrated. By this point everyone has given a testimony to City Trial, and City Trial only.
Yeah, but if I reviewed the game, I would say "The Air Ride Mode stinks, Top Ride will only offer fun in short bursts, but City Trial is multiplayer perfection and instantly makes the entire game deserve a 10, despite the fact that the other modes aren't very good." :3

Seriously: Why does everyone bash that game? Most people are like "Eww... Furry" and ditch one of the most well-crafted games ever. Also, playing it on hard makes it a much more successful retro-inspired game then most generic pixel indie stuff, with a sensible, yet punishing difficulty.
Ty the Tasmanian Tiger (All 3), Devil May Cry (PS2), Sonic Heroes, Shadow the Hedgehog, Pokemon Trading Card Game (GBC), and both Pokemon Pinball games.
What I think of these underrated games in terms of score on a 10pt grading scale:
