(btw I've never played the TP games, my reference point is Sim City)
TP Hospital was a successor to Theme Hospital which was itself a sequel to Theme Park and the idea of running a theme park has always been popular and successful in gaming since that time. It almost seems too obvious and over done for that particular team though (even if it would be the best option commercially).
The other similar idea (that Bullfrog themselves never did) is a Zoo.
Other than that I don't know. There used to be so many management games in the genre but most of them were shovelware.

I suppose in some ways that Dungeon Keeper (the most successful Bullfrog game?) was a "military base" but Evil Genius made that more explicit.
I would love a party planning game (with an assortment of events/venues), as well as restaurant and/or retail simulators.
I would also love a music career simulator that's similar to Wizard Games' Rockstar from 1989 for DOS, which is a text adventure, and I've never seen a game like it since (you get updated album/singles charts for various markets for every in-game week!). It was so ahead of its time, even 34 years on. I wouldn't mind the option to turn off the drug-taking in the game though.

@Silly_G Although I don't doubt that the Two Point devs could deliver a sexually suggestive game that skirts the M-rating/Pegi 18-rating while remaining tasteful, I doubt Sega themselves would ever greenlight a game themed on RLD.
