As both a publisher and developer, CIRCLE Entertainment is among the most prolific content creators on the 3DS eShop, and it has yet another title to show off; it looks rather promising, too.
It's a futuristic fast-paced runner (developed by Flyhigh Works) with the emphasis evidently on difficulty. The only player controls are jump and 'change', as you need to switch between two colours to match hazards and attacks. You can get a look at it in the trailer below.
It's coming out on 15th September in North America and 22nd September in Europe, priced at $5 / €5, so it's not far away.

Kinda ironic that on NintendoLife's home page I see as adjacent news a Mario Runner coming to mobile and a third party runner getting on 3DS, it really feels as if yesterday the world spinned upside down XD

Too underwhelming for my tastes. The graphics are bland and teh movement of the runner is just too stiff.
Looks like a Flash game. And what's with "let's make a game like _____, but with some slapped on colour switching mechanics"?

Never expected to see this name again, as I last kept up with it in relation to Rayark's titles, but I think it's waned from the App Store in these past years?
I've played a ton of it on Android. It's long with a great challenge ramp (becoming quite difficult but still fair/skill based), simple but solid production values, excellent level design, and appropriately tight hand-feel - worth picking up for $10, and especially for $5. The difficulty level feels kind of like Super Meat Boy, though the two aren't really similar outside of the number of deaths. Doesn't get frustrating since you eventually overcome each challenge if you keep at it.
niiice, this looks like a day one buy, I love more-difficult auto-runners that need buttons like Bit Trip Runner, etc
So, basically speedrunner version of Fractured soul, on one screen.
