To access this content you should see your Wii U copy automatically update when you open the game. There'll then be an eShop icon in the game, which you can also access by hitting Y. It'll direct you to the eShop where you buy your content; you then restart the game and it'll be unlocked. If you bought the double pack you can get your 3DS code by going into the eShop, tapping My Menu and then Account Activity to view your receipt.

The process is largely the same on 3DS. If your copy doesn't automatically update, however, you'll need to open the eShop, then go to Menu, Settings / Other, Available Updates and then select Smash Bros. The update is over 1000 blocks.

Once that's done, the following screenshots from Nintendo show how the 3DS store works; if you buy the 3DS and Wii U packs on the portable, you get a code that you redeem through the eShop on the home console.

There you have it, you should be good to go. We expect the content to pop up soon in North America, too.
