What exactly are the rules on downloads when you cross borders? WiiU purchased in the US, but soon to move back to the UK, Nintendo account registered as a US account, do I lose access to games downloaded from eShop or does moving overseas have no impact?

You can still play your games you purchased on the eshop, and you can still purchase games on the US eshop, just don't try to use any physical games from the UK they won't work.
