Well in Paper Mario 64 the Koopa Bros were disguised as Toad but I don't think that Toad is really evil there just MUSHROOM HEADED DIAPER BAGS LOL!!!

It's all a mind-screw. Mario himself is the most evil, getting between the true love of Bowser and Peach because of his own selfish desires and destroying the fathers of many a Goomba's or Koopa Troopa's family in the process, forcing the wives and children to make it on their own.

And don't you ever forget Donkey Kong Jr.

I have to agree. Think of all the rank and file Mario has murdered over the years. And Peach always seems pretty easy to kidnap. Doesn't he ever wonder why?
