I would guess theey will be. If Nintendo found a way that they can transer DSi downloads I don't see why that solution can't be applied to the Wii and its successor.
I'm gonna guess and say most likely with some exceptions since that is what is going on with the DSi to 3DS transfer, not 100% games will be transferred. Hopefully, they're the games more to do with specific hardware differences (Looksley's Lineup) or free games/apps (Flipnote) if they can't do every game.
I have a few questions I find to be important now that the content transfer from DSi to 3DS has been answered. What is the policy on content purchased for the 3DS? Specifically, Will I be able to transfer anything I buy on 3DS to the eventual 3DS Lite, 3DS XL or only to the possible successor to the 3DS line? Basically, has Nintendo fixed their anti-consumer transfer policy for good?
Those are questions I truly want to know the answers to and that will be what determines when I will buy a 3DS more than anything.

it's a safe bet. they've gotten an earful over the past 4 years about all the limitations on the VC and they're already overdue for a change in the policy.
