No way. Zelda would lose far too much if simplified in that way. It's much more dependent on the larger context of the game and the specific and unique setup of the world and dungeons. Mario will only work like this because it's a fairly simple game where each level is essentially disconnected from every other.
Unless Zelda radically simplified its approach (making it not Zelda), you'd just get a vast majority of the creations being buggy messes with people getting locked in rooms, accidentally using keys in the wrong place and being unable to progress etc etc.
2D Zelda would be a tough sell, Zelda 2 isn't loved enough but I'd love to see a top down Zelda Maker. The biggest problem would be how to get a decent dungeon maker included in it.

2D as in top-down view Zelda (The Legend of Zelda, A Link to the Past, A Link Between Worlds, etc.). Still, I don't think it's a good idea, or something that will happen.
omg that sounds awful actually. I might use it to play other's work but I would NOT have fun building a zelda game from scratch.

Zelda classic is already a thing though, and best part is that its free and has a nice, helpful community.
Some people have made some crazy stuff with it, so definitely check it out if you can get it to run.
Mario Maker works because, no matter how complicated your level gets, it's still progression from point A to point B. Zelda would be much harder, and I believe much less enjoyable than people think (even if it's only a "dungeon maker", which is what José Otero suggests in the IGN article).
I think a Maker for Donkey Kong Country or Yoshi's Island games would work fairly well as they would be as simple as Mario Maker and wouldn't need to overcomplicate anything. Whether those should be the next Maker games is a different debate though.

Honestly I think this might happen someday, but I can't see it happening anytime soon. It would certainly be cool.
If memory serves me right the original Legend of Zelda actually started as a tool so players could design and share their own dungeons through the Famicom Disk system - it's only afterwards that it became TLoZ as we know now it - it's written in the big book I believe. So it's not a new idea, it's actually older than Zelda itself.
I would really be on cloud nine if they released something like that. I have toyed a bit with the free PC thingy in the past but all I did was making silly variations of the first screen.

i dont really think a zelda maker would do so well. with platforming like mario maker, its so accessible. and straightforward
but with zelda, the reason a dungeon is good is because you can plan out strategy and puzzle elements. and i really dont think the average user will be able to think so big. we might have a handful of people making levels that sort of suprise but most of the time it would be more of the same...
I think it could work well, the issue is just that Zelda is so wildly different in each game that it'd be hard adapting things between graphics styles in a consistent way.
I mean, what items do you use? Those in Zelda 1? A Link to the Past? Link's Awakening? Oracle games? Four Swords? Minish Cap? Link Between Worlds? Other?
