Personally I'd love the return of some favorites like Rock Rock Mountain, Wuhu Loop, Maka Wuhu, or Maple Treeway especially. I'd also love a track based off either Port Town Aerodive or Fire Field both from F-Zero.
I think in order to really increase replay value for the game a third pack would need to add more than just tracks, because to be honest new tracks don't provide too much more gameplay, 200cc on the other hand does have that potential. So something like that would be ideal really, For example a proper battle mode with new and old arenas could keep playing for months

None. More tracks absolutely won't help the game at this point. The only thing that could save MK8 from becoming stale is to add more options.
That means:
sound options (it's a basic, why isn't it here?!)
free choice of laps for Vs. Mode
custom cups (choose 4 tracks, go for it, share it online)
Coin Rush Mode (more coins, MUCH more speed, going from 50cc to 200cc)
Superweapons like in Double Dash!! for Battle Mode
limiting vehicle choices for all characters to make characters a useful decision again
option to export replays as video files via SD Card (doesn't enhance gameplay, but not everyone uses YouTube)
I wouldn't mind some kind of pack just for the battle mode; with a couple of the new tracks and old arenas added into it.
Otherwise; I also agree with most of @Kaze_Memaryu's suggestions of extras. Imagine in battle using super-weapons like Kong Bananas, Bowser Shells, King Bob-ombs or maybe even rare 1-up Mushrooms for when you're out of balloons. Actually that last one might be pushing it a bit.

I'd rather they keep doing what they have been doing. Mario Kart has had it's DLC in the same way that New SMB U and Pikmin have. Smash is getting some now also. They should just move onto the next game which would be Splatoon. So lets talk about what the Splatoon DLC that'll launch later this year as the Smash DLC starts to wind down a bit

Keep in mind that all these characters are categorized in only 5 different weight classes (actually 7, thanks @UGXwolf ), meaning that the context of choosing a character only boils down to that, with the character choice within one weight class being entirely cosmetic.
I'm talking about a system like MKDS had, which not only made character consideration more important, but also encouraged experimenting with vehicles and characters you normally would never use. By giving every driver among the same weight class parts that others can't access, every choice has a unique touch.
@GoneFishin I mean being able to adjust the volume of music, sound, and voices. It's nothing major, but I always notice how Nintendo almost never allows you to adjust this in their games, and I find the voices in MK8 rather obnoxious by now.
Just want to point out that @Kaze_Memaryu got one thing wrong: There are seven weight classes (feather, light, cruiser, middle, heavy, metal, super heavy). Other than that, fair point, but personally, I don't want to be restricted on who I can choose while remaining effective. Granted, I've always used Yoshi, so I'd have nothing to worry about, but I don't like the idea of making it to where I have to do something completely different if I suddenly wanna play Peach or Daisy.
Famous tracks from other 3rd party games and characters. (That are actually distinct not just skins). Add the mirror tracks to the standard online rotations add the other two possible permutations.
I agree with the sentiment of some of the other posters. If Nintendo produces another downloadable content pack, it's time they focus on other aspects of the game. They could still add some characters (Bowser Jr. and Diddy Kong are still conspicuously absent), but other things like additional items, battle arenas, challenge modes, and custom game options could really improve the game a lot. In my opinion, battle mode is this game's greatest weakness. If 200cc turns out to be as good as it looks, battle mode and other weaknesses outside of the racing itself (and its weird character roster) will be the only things keeping this game from being definitively the greatest game of the Mario Kart series.
Just a thought, but is anyone else convinced Nintendo's building us up to the reveal of the next Mario Kart, but instead it's Smash Kart? I mean, we've got Link and Villager, but what if the Cap'n and Samus were to join, soon? Or Pit? Or Kirby? Or Fox? I'd be down for Smash Kart, personally. Anyone else?
