lol @Aoi-Chan, go to your home screen on your 3DS, click the "Friend List" button (which is the top middle button that's orange and looks like a smiley face), click "Register Friend" and then add the friend code you're trying to add. If done right by both parties, the person you're trying to add will pop up and confirm the add.

Let me know if that confusing explanation helps, if not:
