This is old news but according to this link below Nintendo tested Pokemon trading on NSO prior to Game Boy and GBA added. However, 2 years later we still don’t have the classic main Pokemon games on NSO or Switch eshop. In your opinion, do you think Nintendo tested this with the intention/ plan to eventually re-release the old Pokemon games on Switch? If so, what do you think is taking them so long to re-release them? It’s frustrating seeing many of the spin off Pokemon games getting re-released but not the classic main games. If Nintendo isn’t planning to release them again, what do you think was the reason they tested the trading feature?
That article doesn't say Nintendo tested Pokemon on NSO. Some users modified the software to include Pokemon games and found that trading works. This isn't really surprising since the NSO apps emulate link cable functionality, so any Game Boy game you insert into them should have all its multiplayer features work too.

My bad, found an older article from Nintendolife that says the link cable function for Ruby/ Sapphire and Emerald was likely tested before the NSO release, not sure how reliable this is:
