@iVirtual Software does sell hardware, that goes almost without saying. But the hardware has to be compelling enough to motivate people to make software for it. The Wii U didn't lack games out of spite. Developers didn't find it an attractive platform to develop for. It was too atypical and its gimmick didn't appeal. That lack of development snowballed. With the Switch, the appeal quickly caught on. The simple gimmick of a device that is both portable and a home console resonated with a lot of people, very fast.

Sega doesn't even have a hardware division anymore. So they'd be starting over from scratch. They'd have to develop something that is significantly different from Nintendo, Sony, and Microsoft's offerings, but still feasible enough, and appealing enough to attract developers. Certainly not impossible, but not likely. Further how would Sega handle their IPs being spread everywhere already? Are they going to end their deals with Nintendo, Sony and Microsoft? They'd be burning a lot of bridges that way. But why buy a new device for games you already have on Switch, PS4 or Xbone?

@Heavyarms55 I'm talking about a new device with exclusive games also the Wii U was difficult to develop for the CPU was weak, was not selling mainly due to the name and poor marketing. And Sega wouldn't burn any bridges even if they did this. SNK ported their games to other platforms whilst having their own system.

@iVirtual Well if you think that, that's fine. I don't happen to agree and that's fine too. You're not wrong about the Wii U's weak CPU though.

@Heavyarms55 I understand Sega is just not the same anymore even for older audiences they don't offer as much as they used to.
