at this point you are allowed to buy games from the eshop without a NNID. However you require NNID to download demos or free software, why? becaues NInendo is mean like that..... I would like to see Iwata come and try to justify that...
I'm pretty certain it will make you create a NNID if you want to use the eShop...
How will it work if you have two 3ds's? I only have nintendo network id set up on my little aqua 3ds. I didn't bother to set it up up on my pikachu 3ds xl because it said two 3ds's can not be linked to one another & right now I only own two 3ds's as for current handhelds go. I'm getting a wii u eventually but it'll still be a few month's from now. Lol maybe summer I've been procrastinating with buying a wii u lol.

Well for one thing I don't even recommend having two 3DSes with separate purchases. You will never be able to combine them, NNID or no NNID. Second, you can only have your ID on one Wii U and one 3DS.

Linking it offers some benefits, in case you are interested in those, they will allow you to do a "soft" transfer if your system is stolen, basically meaning the other system will lose it's account and your replacement will get that account. This allows you to replace the downloaded games without worrying about losing all that you had invested. However, it's also not an easy switch, they are worried about cheating the system so it's not as simple as just connecting a new system to it, you have to jump through hoops.

I never heard of it before. I've had friends who have had their 3DS stolen or broken, and Nintendo wouldn't replace the console, even if the warranty hadn't expired yet. So this is news to me.

Do you have any way to back up the existence of this soft transfer feature if that was truth that'll make my Christmas and would be a great sign of Nintendo finally showing some respect to consumers but I googled it and could not find any source mentioning that soft transfer feature...... the police report rumor has nothing to do with NNID since it was going since before and Nintendo itself have gone on record discredeting the rumour http://mynintendonews.com/2013/04/22/nintendo-reitterates-it-...
If you can't confirm the existence of this soft transfer feature then you should not be misinforming people, registering the NNID has lots of drawbacks and people should be warry of registering one if they don't have to, if soft transfer existed that woudl be a great feature that would made up for all the drawbacks but if it doesn't it would be bad for someone to rush to register a NNID thinking it would be good for him/her when in reality the NNID is there primarily to screw users by providing them the worst of both worlds, When you register NNID you get all the drawbacks of Sony's/Microsoft's account systems while forfeiting the few positives NIntendo's old hardware based system offered...... In exchange all you get is a single advantage... sharing funds between Wii U and 3DS which is meaningless for people who don't own a Wii U and for those that do is probably not a big enough of an advantage to justify all the drawbacks of registering an NNID

You actually can combine them onto one console. When you do a console transfer, the receiving console receives all of the data from the sending console, including NNID information. That being said, purchases made on the receiving console before the transfer are still linked to the console, not its previous NNID. You just have to redownload all of the games that were on your receiving console because they will be deleted after the transfer is complete. You'll lose all of your save data, but you can still have the games.

According to Nintendo's website you can't do system transfer if the receiving console already has a NNID from Nintendo's website:
"You cannot perform a system transfer if the target system has a Nintendo Network ID linked. You must format the target system to remove the Nintendo Network ID link prior to transferring content. "
