I have played both Cybernator and Target Earth and can honestly say Target Earth is a far better game, in nearly every aspect except for maybe graphics. The gameplay is much more challenging, and at times can be a bit infuriating (the more armor you equip the less likely you are to die, but the less weapons you can carry) but games that are too easy don't make anyone feel accomplished when they beat them.

As far as the graphics go, the user that said they get better as the game progresses is partially incorrect, the graphics remain the same, it's just that the first 2 stages are on Ganymede, so the predominant colors are black sky and brown ground, but even if it's boring it's still realistic, and the stages go by relatively fast, whereas the more colorful ones take longer.

And as for the music, whoever said that it is "awful" needs to clarify why. It was and still is amazing for its time, and definitely adds to the idea that you are fighting in space. For anyone who has complained about how Metroid has lost the "alone, secluded in space without anyone's help" feeling in more recent titles can and will appreciate the overall presentation that Target Earth provides. And as for it's catchiness and complexity, I have never heard another song quite like the Final Boss theme. The beginning takes forever to figure out on piano, and once you're done figuring it out, that's when the song actually begins.
