I can't decide on a third place because Bit. Trip Beat, Defend Your Castle, and Dr. Mario Online Rx are all right about on par with each other. I spent the most time with DYC (oddly enough), Dr. Mario has online, and I spent the least time with Bit.Trip but it definitely has the coolest concept.
Second place is Toki Tori. Great puzzle game with lots of mind-bending material accompanied by wonderful music.
First place is Mega Man 9. I'm not even very nostalgic for the series; in fact, I never played the first three Mega Man games until they were released on Virtual Console, I might not have even played MM1 if not for a friend gifting it to me, and while I do think Mega Man 2 is great I was still underwhelmed considering how very beloved it is. Despite the gameplay engines and weapons being so suited to frequent replays, I only beat each MM1 and MM3 twice each, and MM2 three times.
MM9 is a completely different story. Whether I like its core game more than MM3, I'm not sure, but I do know that with its challenge system I couldn't stop replaying. I probably beat it twenty times in the first month it was out and it never started feeling old until I ran out of challenges that I felt confident I could beat if I tried often enough. That kind of replayability just doesn't happen naturally.

I only have 3 other WiiWare games. Bit.Trip Beat would be up there, but it's so hard, and I'm so easily frustrated, I couldn't justify it! Tetris Party didn't because BB's online multiplayer is better by a country mile, and MaBoShi didn't make it because I do'tn liek itt.
