if we buy a wiiware game and delete it from the wii to put something else on, can we re-download it later without paying for it?

yes, you can. in fact, if you enter the Wii Shop and go to the page for your game, you'll see the option to download it is marked as 'free'.

All games you have downloaded in the past are listed in Alphabetical order in the "Titles You've Downloaded" section. Any game you have will read "Downloaded" any game on your SD Card or nowhere on your system will read "Downloadable"
