Yup, I finally found the most balanced and addictive mode of online in Water Warfare:
Team Deathmatch
You can usually find people in there all the time, and raincoat/hammer camping is minimal and usually useless.
Thoughts on the other modes:
Assault: Unfortunately, this mode easily exploited. Grab a raincoat, run to the base, put it on, and no one can stop you. After three matches of the exact same thing, I gave up on it.
Capture the Chest: People are rarely in it, but luckily it's more balanced than Assault, since you can't wear a raincoat and carry the chest at the same time!
Death Match (Individual): This is usually fine, but camping is more abundant and annoying. Recommended to play with friends.
Overall I'd say team matches are the most fun. Things are generally more balanced (excluding Assault), and working with your teammates is a lot of fun.
Last Man Standing is pretty flawed in most FPSes since it lets you win by not fighting much and in this case GREATLY rewards whoring the invulnerability and healing items. I don't like that it's the default setting when you pick online.
Just got off another team death match. Damn awesome. The raincoat/hammer camping doesn't work as well since the second it goes off the opposing team bombards you with water. I really really like this mode. It's still a shame that the raincoat and hammer are in the game, though.
Treasure Chest and Team Deathmatch are great. Treasure Chest is GREAT on Nature Pack - had two crazy match's the other day. I still love Assault though so long as people rely on skill and not the cheap items.

I don't mind the hammer that much (outside of Assault) since it pretty much disarms you and reduces you to a support role in team games, stunning targets for your allies to shoot but the raincoat is a real problem. I don't mind it once in a while but it needs a longer respawn timer.
