OK, to clear something up about publishers: Their decisions are generally dictated by results that produce the highest and/or safest profit margins and momentum. Goes without saying that half-assed, belated sales aren't much of a factor in that regard.
To your point, though, eshop sales like this are the exception to that rule. Where selling a product on a shelf at the store at a discount doesn't really help the Publisher. They made all their money upfront by selling the product in to the distribution channel, and can only make more sales when retailers reorder. Digital Titles are almost all profit from day one. They pay a % fee to Nintendo and pocket the rest of each sale. So it is much more profitable. So for every copy sold at this price is it actual cash in Ubi's pocket and could, theoretically, go a long way to making them consider a possible eshop only release.
Obviously early says are very indicative, but more and more Digital sales will be king, and say for instance they sell 10k more copies digitally that is roughly $300k after fees, but if they sell 10K units through Best Buy at $30 or so, they may not see a penny due to stock that is already in the channel. So strong digital sales could garner future digital releases.
the point is not the pricing ; but maybe Ubisoft is testing if there's still a good number of potential consumers on wii-u.
even if we're paying half. if the campaign gets good numbers is like saying there's still consumers on Wii-U, let's release our next game to this console.

So, I finally got ZombiU. It's a game that I've wanted since launch, but for one reason or another just haven't gotten it. I'm over a year late, but it's actually better than I expected. For some reason I was expecting the game world to be very empty.

I want to go back through that game. I ran into this issue after starting the final mission and never finished it. I really enjoyed that game and do think it is 1 of the Wii U's Killer Apps but reviews tore it down because they didn't know what they were getting themselves into. Advice for all, don't die on the final mission lol
