Yes but you will have to switch to Wii mode on your Wii U, download it there, and play it on that. You won't be able to play the game on the normal Wii U menu or use the gamepad or pro controller. You must use/own a classic controller plugged into a wiimote to play it.
Yes it can play on Wii U but you have to access it in the "Wii Menu" app.

That is a shame. I really wanted to get super Mario 64, but I only have wiimotes and nun chucks and a pro controller. No wii classic pro controller.

Is the d-pad on it good? I have never encountered a third party controller with a decent d-pad. Is hori third party? Or are they making these directly for nintendo? I've never seen a third party controller use an official nintendo logo, like the luigi or mario before.

I've not used the product in question, but Hori are a longtime, well-regarded 3rd party and they have made stuff under license by Nintendo like the Mario and Luigi-themed Wii Wheels, which I've found to be just as good as official Nintendo ones.
