Somewhere around my fifth minute of employment at Capcom back in December 2010, I casually raised the following question: "Any way we can get Mega Man Legends up on the PlayStation Store?"
I won't go into all the ins and outs of how the process of making this happened played out, but if you're interested, some of the complexities have been discussed here in the past on Ask Capcom. I am delivering this message today thanks to Brelston, who has helped to champion the pursuit of these coveted fan-requested re-releases with the team here at Capcom, in collaboration with our friends over at PlayStation, and as always huge thanks to the continued support for this game from the community.
And so it is my privilege to confirm that next Tuesday, September 29th, you will be able to purchase the precocious PS1 classic, Mega Man Legends, on the North American PlayStation Store. The game will be $9.99, which is considerably lower than the game's going rate on the likes of eBay. I hope you'll agree with me that it is well worth it to finally see this game available again.
The title will be playable on your PlayStation 3 and Vita, but due to a variety of constraints, it will not play on the PSP. Please be aware.

Since they solved the issues behind the PlayStation release, I would assume that also applies to the N64 port.

@ZeroZX-Dev: Nope, Capcom couldn't even finish the NES and SNES Mega Man series on Wii.
(they left out 6, 7, X3, Soccer and the SFC version of Mega Man & Bass. As well as RockBoard, but not even Japan got that spinoff and it had no chance of being released anywhere else.)
Most of those got released on Wii U VC (they released the GBA version MMB, but I think Soccer is still missing. Probably not much of a loss though, from what I hear.)
And even on PSN, RockMan 5 and 6 still have never been released, at least in the west, but I think they now have nearly all the other MM games.

No, it does not work like that. Just because Capcom has the rights to re-release Mega Man Legends on Playstation Network does not mean they can release Mega Man 64 on Virtual Console as well.
My understanding is that it was a licensing issue keeping it off of PSN. Older Japanese games can be like that, especially those with vocal music tracks. Japan takes its vocal talent very seriously and licensing is quite thorough. A lot of older games didn't take future digital releases into account when drafting up contracts, so all of that had would have had to be redone for a PSN release. This would be especially difficult if the voice acting agency is now defunct (not sure if that's the case with MML).
And given that, it would probably be quite easy for Sony to license the digital rights for vocal work exclusively. Or at the very least, have the terms written in a way that only covers release on Sony platforms. Nintendo would have to go through that entire hassle again.
