Can you use a Wii remote to play as player 2 on mario kart 64?

If it's like on the Wii then probably not unless you have the Classic controller plugged into it.

N64 games are incompatible with Wii remotes alone due to a lack of buttons, and I believe N64 games on Wii U are incompatible with the original Wii classic controller. You have to buy a new one.

Edgey, Gumshoe, Godot, Sissel, Larry, then Mia, Franziska, Maggie, Kay and Lynne.

I'm throwing my money at the screen but nothing happens!

@Bass_X0: I use a Wii classic controller, and it works with all Wii U VC games I have that are compatible with the Pro controller.
