They died earlier in Japan according to the lists at Wikipedia.

Assuming they've accurate and been kept up to date, Japan hasn't got a new PSOne download since September 2011 where as North America has seen a handful of releases each of the past two years. And with PS2 Classics we were averaging probably half a dozen releases per month until October when only two titles released following by a single game in early November to apparently conclude the program. Japan on the other hand first saw a reduction in August when just two downloads were added followed by a sole straggler that appeared two months later in mid October.

I don't think that's accurate, since I've been following the Japanese PSN for years and I recall them still getting new stuff all the way into 2013. Not only that, but they get sales and included for free with PS+ from time to time. In fact, they've gotten FAR more attention over in Japan than they ever did Stateside from what I've seen...

The collections actually changed a few things. The button colors were changed to match the Gamecube controllers for one thing

That Wikipedia article just was never updated, they got plenty of PSOne Classics in 2012 and 2013.

Well classic games don't seem to be that much of a money-maker, so they're not top priority for Nintendo or Sony
