I prefer Umbrella Chronicles, but they're really quite different games. House of the Dead: Overkill is a pure arcade lightgun game where most enemies go down with one hit and you can breeze through the game in a short amount of time; it works well, but the language and gross-out humour got tiresome for me.
Umbrella Chronicles is a little slower paced where precision shots count and enemies require more hits -- it's kind of like an on-rails shooter version of a regular Resident Evil game that way. It's also got tons of chapters and then unlockables to earn. I definitely think it's the better game of the two, but as I said, they're not really the same beyond being lightgun-style shooters.
If you want a bona fide arcade shooter experience, HOTD:O would be good. It is shorter, like an arcade shooter, but it has the cutscenes and the flavor to really make it happen. It allows for fast shooting and, when you go with a friend, it becomes quite an experience. For a funky-designed and quick-action arcade shooter, this is the one to choose.
However, RE:UC is a rail shooter that does a great deal as well. It is MUCH longer, but the shooting is less impactful against enemies. It lacks the POP of arcade shooters, but it is by no means horrible. For a full price game, this one is the better one to choose IMO.
