i was once downloading the legend of zelda on the virtual console and instead of mario running to get the coins and hitting the blocks it had mario and luigi swimming around the screen does anyone know how this happened?

it's a rare version of the download animation, Shadow_Chad, but it is known to happen from time to time. Count yourself lucky that you've had the chance to experience it, lol. There are also times where you'll have Fire Mario running across the screen (that one's happened to me a few times, so it's not quite as rare as the swimming version).

I've gotten the swimming animation only three times and I download a lot of games. Luigi is also not too common. Fire Mario is a lot more common than those two. It wasn't mentioned, but should be common knowledge to most of you that when you have Fire Mario running across the screen, you can shoot fireballs, I think its done by pressing the A button.

Yeah I got that when downloading Rondo of Blood. I guess that fits, a rare animation for a game that's rare (or at least expensive) in its original form.
