i usualy aim for first place and defend my position. a few well placed items is enough to keep yourself ahead of the pack. if you can build up a good enough lead, even a blue shell won`t be enough to affect your position. also, if you come across a hacker, follow behind him/her, and don`t pass that person, you shouldn`t get hit if you do. and there`s no shame in coming second.
If I'm in the back of the pack, I desperately hope for blue shells or Bullet Bills (maybe even a Starman). If I'm at the front of the pack, I slow down whenever annoyances like POW blocks or blue shells come my way.

Well I get in first, and you drag a blocking item. And if you have another blocking item in storage, you drop your loaded item in an opurtune place. If you have backward box, you dump them fairly quick cause they are useless defense....
If Blue shell comes and you are in first, drop out of first if you are neck and neck, if you are a little ahead, slow down and take out the next guy (s). If you have a sizeable lead, jettison items and take it like a man. If you are just behind the leader, make sure you stay out of the blast radius not matter what!!!
Know your tracks, race the race perfectly. Know when to use boost ramps and when they actually slow you down. Practice, practice practice.

just one more note on blue shells, I have helped young kids learn to play this game once or twice, and was able to study the game from a last place point of view...believe it or not, you would be surprised how very seldom the last place guy gets blue shells. Speed powerups are far more common. Far more. As are lightning and pow block.
I would advise those frustrated with blue shells to try that, racew 150 cc and hang in the back and see how little you get blus shell, might change your perspective?

The hacker starts the game with whatever item he wants, probably uses a star first and then loads the track with bomb bomb bomb, bomb, bob-bomb

I might be being naive here, but how do you spot a hacker?
The first warning sign, is when they Bullet Bill off the line, the b*******! I had a moment on Mario Raceway finishing straight recently, where I was welcomed by about 20 green shells pinging around. Whilst it was beautiful, it cost me the race, and lotsa points. One of many 'humorous' tales I could tell, grr.
As for strategy, get away from the pack quickly and hope you can create a gap so a blue or two won't hurt. Never give into the POW, it's easy to avoid and won't hurt your speed much if you do. Avoid the centre of the track in case you do get hit, then hope the pain-train avoids you on the way past. Three bananas trailing and a mushroom in stock is perfect, you can escape blues with a nicely timed mushroom (the moment it points down, any earlier and it will follow you), it will award you one now and again so keep hold when it does. Power-slide like crazy! And wheelie lots, if you're a cheater.

Actually you can dodge, -er, minimize the effect of a POW block by jumping right before it spins you out of control. It takes some practice, but it's very helpful

You can't if you use a classic controller can you, Aviator?
There's two ways. A well timed jump, or tap the D-Pad as if you were doing a trick when it hits, instead of spinning out twice, you only spin out once and lose very little speed.

Someone had to say it. I find the game much less strategic than its forefather for obvious reasons but still fun in its own right. But even the worst Mario Kart is better than most other racers, so don't take my sarcastic comment too seriously (as if anyone ever does).
