Not really. Aonuma just said that he wants to replicate the feelings that players get from a game like Skyrim. Mechanically that tells us nothing about the game. In the end it could just be another traditional Zelda game. Nothing wrong with that in my opinion.

The Zelda Universe doesn't have enough fantasy magic behind it to reach the epic RPG levels of Skyrim, but it sure as hell has the lands and mythology to replicate the massive open world of the Elder Scrolls series.

It would be hard to replicate that feeling without using any of the mechanical elements. Skyrim wasn't loved because it had 'personality', there were objectively satisfying aspects of the game.
I don't expect the next Zelda to be a Skyrim clone, but expanding upon elements from that game may make the series a bit more popular outside of Nintendo's cult following.

But does this include X is the real question.
I imagine they mean a game made by Nintendo themselves. Or is the Xenoblade/"X" franchise 100% owned by Nintendo? I never fully understood who Xenoblade blongs to.

This is an interesting idea. I'd approve of another sidequest heavy Zelda with some grand, open world aspects.
Come to think of it, Zelda side quests never bore me. They usually dangle some character development or offer a unique way to progress the game world; I welcome their casual feel after a more focused dungeon scouring.
