Depends what you want: a quasi-sandbox adventure game with a cutsey look (Wind Waker).
Or a grimmer story-driven adventure with a lot more dungeons (Twilight Princess). If your kids are 10ish then Twilight Princess might be a bit violent for them, depending on your life n' stuff.
Wind Waker is probably easier to just pick up and do something in, but by the same measure everything takes a fair clip longer to do in that game due to its sparse nature.
TP:HD apparently has frame rate issues when played off-TV. And TP:HD is much more dependent on the 1080p IMO - there are so much in-game texts and small details that have been added to the HD version that you will not see on the 480p Gamepad.
The Wind Waker art style is not at all dependent on the screen resolution to such extent. And I guess the art style and themes of Wind Waker are a bit more accessible to girls of the age 9-11 than TP, but that's just purely a guess.
It's so hard to pick just one of these, but if it were me, I would recommend getting TP. The sailing mechanic will be a jarring change from the ALLTP/OOT overworlds you're used to, and TP is more of a spiritual successor to these games. Both games tend to have some framerate/slowdown issues when playing off-TV, but these things only happen on rare occasions in particular locations and can be anticipated or avoided.
I think your kids are going to like WW more, though. The art style of that game isn't just cartoony, but the characters are more expressive, and the game is much more fun-looking than TP.
You can't go wrong with either one, though. I'm assuming you'll be playing through these games for the first time, and if so, I'm jealous. You're going to love whichever game you choose.

I don't know where you're from but neither of those two are expensive (at least by 'AAA' standards) where I am in the UK, despite the fact TPHD only released a few weeks ago.

I am also in the UK and will get them both eventually, the TP off TV issue looks like it would restrict game time to much for me, so I will get WW first.
