It means that the Wii U will have a dedicated chip just for graphics, one that is made by a well-known graphics hardware developer. This means it will have much better graphics capabilities than the Wii and will most likely be easier to develop games for. This is a good thing.

Nvidia, AMD... They do their job. It's just nice that the console will be using a reletively latest graphics chip (considering this particular chip is supposed to be released later this year and to be used on "an upcoming console in 2012" which I read weeks ago).
I hope nobody gets the idea, that the chips described the article have anything to do with the WiiU. Only the very last sentence mentions that AMD will supply the WiiU's GPU and that sentence is completely out of the article's context, which is: AMD is selling a new range of CPUs with integrated GPUs which will be used in Laptops.

And even that says nothing more than: "AMD supplies Nintendo with a custom Radeon HD GPU which supports multiple displays and HD-output (small wonder with the WiiU)". A "custom" chip means, it's not a chip you'd find in a graphics card you can buy for the PC. It also means it could be anything, from weaker than the PS360's GPUs to substantially stronger. That's something very different from the chips the OP's article describe.
So lets get this straight, is the Wii U more powerful than the PS3 and 360? Then again, I'm guessing nobody really knows yet at this point. But it should be no suprise that it will...Or should be, even if by a smidge. Personally I'm kind of fine with that. I'm not a graphics whore by anymeans. Because Nintendo knows how to craft some truly beautiful and artistic games with the power that they're given.
As you said: Nobody outside of Nintendo, AMD and IBM really knows. Reports from devs that it's equal, slightly less or slightly more powerful than the the other consoles seem to stem from "underclocked" dev kits. But it is not clear if newer dev kits and the final console will actually be more powerful.
It's still very important if Nintendo wants to get 3rd parties back. They aren't likely to be enthusiastic about supporting the WiiU, if they have to bend backwards in order to get at the current visual level they have on other platforms.

Mario games have comparatively simple geometry. They might run well in 1080p on the WiiU while offering a notable leap in visuals over their predecessors. But less stylized games like Zelda and pretty much every other 3rd party game will be rendered in 720p at best, if the WiiU really is not significantly more powerful than the PS3 or 360. Not that I or the average Joe gamer could make out the difference on a TV (not a wall-sized one) some 2-3 meters away. I'd really prefer the games running at 60fps, but even that's very doubtful then.
