hey guys i have a simple and maybe dumb question... is it possible to have the browser and installing apps turned OFF in parental settings but still have in game online multiplayer ON? any input is helpful!

Yes, all of those things are controlled separately, though you need an Nintendo Network ID to even access the eShop or friend anyone so if the kids lack that they wouldn't be able to use those features anyway.
You can unlock or lock or set age ratings where appropriate even without an NNID, but if there's no NNID then trying to access the eShop or add a friend will fail.
